Under his direction, the BoJ cut its overnight lending rate to zero in 1999 to spur growth and stop deflation. Central bankers in the U.S. and Europe have borrowed Hayami’s tactics as they battle the global economic crisis, slashing interest rates and flooding banking systems with cash.
