U.N. Secretary General Kofi Annan published his long-awaited Cyprus Report. Annan requested, in his plan submitted to the U.N. Security Council, for the prohibition of weapon sales to Cyprus, the support of the Council to the Agreement of Constituents and the approval of the mission regulation of operations of new UN Peace Force to be formed.

Annan's request was submitted to the Council in accordance with the plan finalized on March 31 by  the parties. Annan said that if the Agreement of Constituents did not enter into effect by any reason, then the context of decisions requested from the Council would remain empty.

In his report, Annan called on  the UN peace force regulation to provide for the pullout of military troops from the island as per the plan, the watch out and confirmation of break-up of local forces and police forces.

Requesting for the new UN peace force to have a freedom of movement on the island, Annan demanded it to be formed of 2 thousand 500 soldiers, 750 policemen and significant amount of civil officers with the participation of  Turkish Cypriots and Greek Cypriots as well as other nationals.

5 days ahead of the referendum, Kofi Annan accepted to provide for guarantee of practice in order to persuade the Greek Cypriots. According to the news reached to Athens, Annan submitted yesterday the draft decision, which amends the plan to great extent, to the UN Security Council.

In case the draft decision submitted to the UN Security Council is accepted,  the plan submitted for referendum will be deemed to have changed, because there is no article in the plan on prohibition of weapon sales to the island.
