Opposition CHP leader Deniz Baykal has announced new initiatives proposed by his party to dealing with the tension caused by PKK-backed terror, and to problems along the Iraqi-Turkish border area.

Speaking yesterday, Baykal said "Terror must be struggled with until the end in a determined manner, but that alone is not enough." Baykal's proposals for Turkey included developing trade relations with northern Iraq, broadcasting Kurdish language television and radio programs from Turkey aimed at the region, and inviting Kurdish and Arab youths to study in Turkish universities. Baykal said that he would announce further details from his plans in coming days. He added: "The solution to the problems we are having can no longer be seen soley within the framework of an over the border operation....Relations with northern Iraq need to be perceived outside the ties with terror. Plans need to be made not just for today, but for 10, 20, 30 years later."
