Tuğcu sees things differently

Tülay Tuğcu, Chief Justice of the Turkish Supreme Court, said that parliament-approved changes to the constitution that would allow Turks to elect their president by popular vote do not mean a “regime change in Turkey.”
“I am not of the opinion that the changes in the constitution will mean a regime change in Turkey. The decision was borne of a need for such a change. A change in regime is not in question, and in fact there have been no changes made to the duties of the President, but merely a way of simplifying elections further. There may be a semi-presidency, but this does not signify a regime change. It may even mean an expansion of the presidential elections,” Tuğcu said.
Tuğcu emphasised that the Constitutional Court did not have the authority to analyse changes made to laws contained in the constitution, stating, “The Constitutional Court can only have a procedural approach. It does not have the authority to evaluate the whole code of laws.”
