The rate of the population increase was highest in the northwestern provinces of Yalova and Tekirdag and the southeastern province of Hakkari, while it was the lowest in the northwestern province of Bilecik, the western province of Kutahya and the southern province of Isparta in 2008.

The Address-Based Population Registration System was established in 2007 by registering all addresses within the boundaries of the country into the National Address Database, and registering all Turkish citizens living at these addresses, which is linked to the Turkish Identification Number system. The system was then transferred to the Ministry of Interior--General Directorate of Population and Citizenship Affairs (GDPCA).

Since the beginning of 2008, changes of address have been updated by municipalities and a special administration within each province, on declarations of residents regarding their change of address that is then updated by the GDPCA.
