Allegations against soldiers have been removed, one by one, from the draft report prepared by the Human Rights Commission of the Grand National Assembly of Turkey (TBMM) regarding the Şemdinli incidents. Amongst the sections that were removed were charges against the Commander of Land Forces, General Yaşar Büyükanıt, claims about JITEM, an illegal organisation, and the flying of F-16s during funerals.

In the original draft report of the Sub-Commission, General Büyükanıt’s statement regarding the junior officer involved in the events said, “I know him, he is a good soldier.” The statement was said to have influenced the decision-making process in the case, and was therefore considered a crime and discredited according to an article of the penal code related to this matter. This section did not appear in the report distributed to Members of Parliament.

    Sections that were removed

This section, which appeared in the initial report, was also removed: "The institutions concerned should provide clarifications as to the existence of JITEM and JIT. Illegal organisations should be eliminated and those involved in these organisations in one way or another should be prosecuted… the public perceived the appearance of military aircraft, flying at low altitude, as an intimidation…"

    CHP’s Response

Ahmet Ersin, CHP MP in Izmir, stated, "If there are gangs being formed within the armed forces, it is the responsibility of the Government. Büyükanıt’s statement was not correct either. However, Buyukanit also works on behalf of the government. The government is hiding backstage, behind others who are being accused for their errors."
