U.S. Republicans proposed cuts in foreign aid on Thursday in a drive to take care of home districts and lower the rate of foreign spending to reduce the record budget deficit. Turkey's guaranteed loan offer which was made back in 2003 of $1 billion, which has never been used, will be directed with a different purpose. The promised $1 billion to Turkey will be used to pay for non-emergency items and projects in Afghanistan, aid for the Palestinians, and military assistance to Pakistan and Jordan. This pressure to reduce spending comes at a time when the U.S. is over stretched on its responsibilities to fighting the war against terror. The bill, if it goes through will drop $400 million promised by Bush to reward the nations that have sent troops to Iraq and Afghanistan.
