The response of the Chief of Joint Staff Hilmi Ozkok to a question regarding the conditional 8.5-billion-dollar loan of U.S. to Turkey that, the Joint Staff did not know anything on the issue since they were not informed about it, revealed the tension between the Army and government on this loan. The commanders voiced their disapproval on the loan by saying that, “It is wrong to put a political condition in an economic agreement.”

Regarding the reactions of the commanders, State Minister Ali Babacan said that he was surprised to see that everybody was acting as if the content of the loan agreement was a secret. Babacan said, “The text of this agreement has been on the Internet site of the U.S. Congress since April 16. Everybody had been neglecting this for months and now they wake up and ask what is happening.”

Meanwhile, Prime Minister Tayyip Erdogan, gave sharp responses to the questions on the issue directed at him, in the press conference, which he held jointly with Vladimir Spidla, the Czech Prime Minister. Upon a question that why the loan agreement was signed if there is a clause in it preventing Turkey from entering Northern Iraq, and if the agreement will not be implemented because of this clause, Erdogan said, “Ask questions after you learned everything on the issue. There is no problem. How can you draw such inferences I do not know!”
