    Teacher denied promotion for wearing headscarf

    Turkish Prime Minister Recep Tayyip Erdogan has condemned a new ruling by Turkey's high administrative court that a teacher should be refused promotion because of her decision to wear a headscarf outside of class. The Council of State stated that teacher Aytac Kilinc was setting a bad example for her students and violated the secular principles rooted in the Turkish constitution which prevents the state from showing a preference for a particular religion.

    Kilinc has said that she will appeal to the European Court of Human Rights (ECHR) over the court's decision to deny her a promotion.

    The issue of wearing headscarves in education has been a a controversial one with the ruling Justice and Development Party (AKP) calling for the lifting of a ban on women wearing headscarves in schools and universities. The current ban is supported by the military and secularists in Turkey who see it as a religious symbol that should not be mixed with education.

    In November 2005, the ECHR ruled that Turkey can ban the wearing of headscarves in public and private universities in an effort to minimize extremist political movements.
