Prime Minister Recep Tayyip Erdogan has expressed the desire to avoid what he has called a "road accident" in the case of deciding whether or not to send Turkish troops to Lebanon. Erdogan's comments came in reference to the infamous March 1st bill in the Turkish Parliament, in which MPs in Ankara voted overwhelmingly not to allow the US wider usage of Turkish soil for the invasion of Iraq.

According to information obtained by the Hurriyet, Erdogan does not want to make a decision on sending Turkish troops before seeing a permanent cease-fire in the region. The Prime Minister is reportedly awaiting conditions which would ensure that Turkish troops, if sent, would "not engage in clashes, would not be involved in de-militarizing the Hizbollah, and would only be involved with social welfare and regional re-construction programs." Erdogan has also reportedly said that for all of these conditions to be brought into place, a second United Nations decision will have to be forthcoming.
