Foreign Minister Abdullah Gul replied President Ahmet Necdet Sezer, who criticized the government about the authorization given to UN Secretary General Kofi Annan to fill the gaps in the Annan plan.

Gul drew attention that decisions in democratic countries were taken by governments. Similarly, Justice Minister Cemil Cicek recalled that the relevant MGK decision read, "Discretion and responsibility are with the cabinet."

Gul answered the questions of journalists following the signature ceremony of a protocol in State Statistics Institute. Reminded by journalists that  President Ahmet Necdet Sezer said  that in the MGK meeting held on January 23, filling of the gaps by Annan was not adopted, however he had seen it in the Davos decision, Gul said, ""Certainly, everything and the cryptos of all negotiations go to Mr. President.

"However, you know how decision mechanisms function in democratic countries.
The thing I will say consists of this."

Upon another comment by journalists that the President was informad later on about the authorization given to Annan, Gul said,  "We do not talk about whether he was informed or not. The thing you are asking may be different. I say that all the cryptos of the statemenets of Mr. Prime Minister and mine in  Switzerland, that is to say, whatever discussed are notified to  certain authorities. Accordingly, they go to Mr. President."
