ANKARA, February 15 - The recent rise in theft reported in Istanbul was high on the agenda at a cabinet meeting yesterday in Ankara. Government spokesman Cemil Cicek announced that a draft law had been opened amending the present Security Organization Law. The draft law states that there is an inadequacy in the number of policemen throughout Turkey, primarily Istanbul. Cicek said that the number of new recruits who graduate is the same as the number who retire each year. Pointing out that while there is one policeman per 250 people in European countries, in Turkey there is one policeman per 300 people or above. He maintained that there were 35 thousand vacancies at the security academies which needed to be filled to reach the same standard of security as in Europe. Â
