In England for a conference sponsored by the British Workers' Party, Baykal spoke at a seminar in Brighton, saying "Turkey has fulfilled all of the requirements brought in front of it. But following this, some of the EU members have begun the search for new requirements to put in front of it. At this stage, the change in perspective we are seeing in the EU is not just a question of policy, but an ethical one. The changes in the approach of the EU to Turkey are ones which could lead to a real clashing of civilizations. Some EU members want to use the Cyprus issue as a reason for blocking Turkey's EU membership. No one should expect Turkey to pay the price of giving up its rights in Cyprus for the benefit of joining the EU."
