The European Union has said that it will fund a program to help Turkey establish a court of appeals within its existing juridical system. The cost of such a program is estimated to be around 1.4 Euros, which will be funded by the EU, officials announced on Tuesday. Turkish officials from the Turkish Ministry of Justice will work with experts for the Judiciary in the Netherlands and the Swedish National Courts Administration and will reintroduce an intermediate courts of appeal that operate between the first instance courts and Turkey's highest court.

The new courts are expected to relieve the Court of Cassation from its excessive workload and allow it to concentrate on clarifying Turkish case law, which has been criticized as being unpredictable. The reforms are part of an extensive reform plan which Turkey must complete within two years to be eligible for EU membership.
