ISTANBUL - A three-phase plan has been prepared to dissolve the outlawed Kurdistan Workers’ Party, or PKK, within the framework of the dialogue process initiated by Turkey with the regional administration in northern Iraq, CNNTürk reported yesterday.

The plan was prepared by Murat Özçelik, Turkey's special envoy to Iraq, who met officials from both the central Iraqi government and the northern Iraqi administration.

According to the first phase of the plan, the Kurdish administration in northern Iraq would declare the PKK an outlawed organization in order to isolate it in the region. In the second phase, northern Iraqi officials would call on PKK terrorists to lay down arms and tell them they were harming the rights and future of the Kurdish people, both in Turkey and Iraq.

In the last phase, the Iraqi central government, the Kurdish regional administration and U.S. forces would actively join Turkey's military struggle against the PKK in the region.
