Arbour's statement underlined that the trial process for Hussein had been chaotic and was still surrounded by question marks, and that the final decision for execution was one which deserved some examination. Arbour then called on Iraqi officials not to rush to execute the former leader. Arbour also reiterated that according to the international treaty signed in the case of Saddam Hussein, the former leader has the right to apply to the appropriate court for leniency and/or amnesty.
