Parliament passed the 13th protocol of the European Convention on Human Rights, which annuls capital punishment in time of war, late on Thursday. Turkey had already annulled capital punishment in "war and near-war situations" or "outside of peace time" in a bill that was passed on December 9, 2004. However, this bill annuls capital punishment in its entirety.

A total of 220 deputies cast votes in favor of the bill, with one voting against. With the approval of the protocol, Turkey has reached the highest level in international law on the right to life, as per the bill's stated objective.
