    Arinc heads for the US

    Turkish Parliament Speaker Bulent Arinc flew to the US on Monday to attend the 2nd World Conference of Speakers of Parliament hosted by Inter-Parliamentary Union (IPU) under the United Nations. Speaking to the press before he boarded the plane at Ankara airport, Arinc said, ''during the conference we will discuss developments about the issues which were taken up in the first conference in 2000.'' ''I will touch on issues like terrorism, regional clashes, epidemic diseases and poverty during my speech in the conference. UN Secretary General Kofi Annan will also attend the conference,'' he added. Arinc noted, ''Turkey attaches importance to support UN ideals all the time. Within that determination, Turkey presented its candidacy for non-permanent membership to UN Security Council 2009-2010.'' ''I will have bilateral meetings with parliament speakers of various countries in New York. These meetings will be a chance to discuss regional and international issues as well as to seek support to Turkey's candidacy for UN Security Council. I will also visit Kemal Dervis, who took over the United Nations Development Program (UNDP) Administration, as well as representatives of Turkish organizations and institutions, and Turkish Security Department members who are studying master's and PH degree in the United States,'' he said. In reply to recent statements of Turkish Premier Recep Tayyip Erdogan and Turkish Foreign Minister Abdullah Gul about the EU issue, Arinc said, ''Turkey will start entry talks on October 3rd. This is the decision which was taken at December 17th summit. There are some hesitant statements of several EU countries regarding Turkey's starting entry talks. Also, on the contrary to decisions, some new debates emerge. Our Prime Minister and Foreign Minister have been insistently saying that October 3rd is the requirement of decisions which were taken on December 17th. Thus, no debates can be made on it. The only aim to start entry talks is full membership.'' ''Last year, before and during the summit, it was stated on all platforms of the EU that Turkey met all of the criteria and nothing remained to be fulfilled. Also EU officials considered that Turkey's signing additional protocol regarding Greek Cypriot administration was appropriate. Turkey's declaration is also in line with decisions of the EU. Thus, no obstacles remained before Turkey to start entry talks,'' added Arinc. He said, ''however, some countries, especially France assume wrong attitudes such as using Turkey as a domestic policy tool.'' ''Turkey has fulfilled many important reforms since 2002 and adopted Constitutional amendments and adjustment laws. Last year in progress report and then during EU summit, it was stated that Turkey made legal arrangements which fully comply with Copenhagen criteria including political and legal criteria, and Turkey does not have any other responsibilities to fulfill. Now, opening old debates is not a sincere attitude. Turkey is a big state. It has never asked for discrimination or privilege. But at the same time, Turkey has never wanted to be treated as a second class country,'' added Arinc.
